Heat the olive oil in a large deep skillet over medium heat.
Add the cherry tomatoes and cook until softened, blistered, and beginning to release their juices.
Stir in the garlic, oregano, red pepper flakes, salt, and black pepper. Cook for about 30 seconds.
Add the uncooked orzo and drained butter beans. Stir well.
Pour in the vegetable broth and bring to a gentle simmer.
Reduce the heat and cook for about 10–12 minutes, stirring regularly, until the orzo is al dente and the sauce has thickened.
Add a splash of extra broth or water if the orzo needs more liquid before it is tender.
Remove from the heat and stir in the Parmesan and lemon zest.
Finish with fresh basil or parsley.
Serve warm with extra Parmesan and black pepper.
