Sprinkle with the cornstarch and toss until evenly coated.
In a separate bowl, mix the honey, soy sauce, rice vinegar, garlic, and ginger.
Heat the vegetable oil in a large skillet using your tested heat level.
Add the chicken and cook until browned and nearly cooked through.
Pour the honey sauce over the chicken.
Stir and continue cooking until the chicken reaches 165°F (74°C) and the sauce becomes thick and sticky.
Transfer to a serving plate.
Garnish with green onions and sesame seeds.
Serve warm.
